How Much Does the WhatsApp Business API Cost in Italy? Complete Guide

In short
Access to the WhatsApp Business API is free: there is no Meta subscription and no activation fee. You pay per message you start, plus the software you send it from. A marketing message costs 0,0658 € in Italy and 0,1131 € in Germany, and replying to customers is free. Meta rates effective 2026-07-01.
Search for what the WhatsApp Business API costs and you get two useless answers: "it depends", or a platform price list that never says what you will actually owe Meta. This page answers in order: first whether it is free, then who charges you for what, then what a message costs in your market, then a real calculation.
Is the WhatsApp Business API free? The honest answer
Access to the API costs nothing. Meta does not charge a subscription for it and there is no activation fee: if someone hands you a setup fee, that is their charge, not Meta's.
But "free access" is not "free communication". Two things are paid for, and this is where the confusion starts:
- the messages you start, one by one, at Meta's rate for the country of the person receiving them;
- the software you send them from, unless you build it yourself.
There is a genuinely free part, and it matters more than it sounds: conversations opened by the customer writing to you cost nothing. If someone messages you and you reply, that conversation is not billed — not by Meta, not by us. Anyone running support on WhatsApp finds that the main cost line does not exist.
What you actually pay for is initiative: you writing first, with a campaign or a notification.
What you pay Meta and what you pay the platform
This is the distinction almost nobody explains, and without it quotes cannot be compared. They are two separate bills, from two different suppliers.
| Item | Who bills you | How it is calculated |
|---|---|---|
| Messages | Meta | pay as you go, rate per country and message type |
| Software | the platform | monthly subscription |
The one question to ask any vendor before signing: do you add a percentage on top of Meta's rate? Many do, and it is often not in the price list — you find out at the end of the month.
With SendApp Agent Meta bills the conversations directly, at its own rates: we add nothing on top of the message price. The listed subscription is everything you pay us, starting at 19 € per month on the Professional plan. No activation fee, no dedicated number to pay for separately. Plans are on the pricing page.
What a message costs, country by country
Meta does not have one price. It has four categories, and the rate also depends on where the recipient is — not where you are. Knowing which category your message falls into is the main lever on cost.
The four categories: marketing (promotions, news, win-back), utility (order confirmations, shipping, reminders, alerts), authentication (OTP codes), and service — your replies to people who wrote first, which are free.
| Market | Marketing | Utility |
|---|---|---|
| Italy | 0,0658 € | 0,0248 € |
| Germany | 0,1131 € | 0,0456 € |
| France | 0,0712 € | 0,0248 € |
| Spain | 0,0585 € | 0,0166 € |
| United Kingdom | 0,0526 € | 0,0182 € |
| United States and Canada | 0,0207 € | 0,0028 € |
| Brazil | 0,0518 € | 0,0056 € |
| Mexico | 0,0253 € | 0,0071 € |
| India | 0,0099 € | 0,0012 € |
Meta rates effective 2026-07-01, in euro, verified against the official rate card on 1 August 2026. Authentication is billed at the same rate as utility. In Italy marketing went from 0,0572 € to 0,0658 €, about 15% more; utility did not change.
Two practical consequences, worth more than any discount:
- A reminder is not a promotion. An appointment confirmation is utility and costs 0,0248 € in Italy: sending it as marketing means paying more than twice as much for the same text.
- Markets not listed above have their own rates. To work out a figure on your own country mix, use the WhatsApp API pricing calculator, which reads the current rates.
A real calculation: what a shop with 500 contacts spends
Price lists make sense once you put numbers in them. Take a shop with 500 contacts and compare three typical months, at the Italian rate.
| What it sends | Messages | Meta cost | + subscription | Month total |
|---|---|---|---|---|
| One marketing campaign to the whole list | 500 marketing | 32,90 € | 19,00 € | 51,90 € |
| Appointment confirmations and reminders | 500 utility | 12,40 € | 19,00 € | 31,40 € |
| Only replies to people who write first | any number | 0,00 € | 19,00 € | 19,00 € |
The first row: 500 × 0,0658 € = 32,90 € in messages, plus 19 € for the Professional plan. The third row is the surprising one: running support on WhatsApp costs only the subscription, because the customer opens the conversation.
The gap between the first two rows is not a discount. It is the same list, contacted with the right message category.
The free WhatsApp Business app vs the API: when to switch
The WhatsApp Business app is free and for many businesses it is enough. Moving to the API costs money, so it only makes sense once the app stops being enough. That happens under these conditions:
- several people on the same number. The app is tied to one phone: if two or three colleagues must reply from the same number without passing the handset around, you need the API;
- campaigns to large lists. The app's broadcast lists only reach people who have you in their contacts, and stop at a few hundred recipients;
- automations wired to your systems. Firing a confirmation from your back office, or a cart recovery from your store, needs the API;
- volume you cannot handle by hand. When replying manually becomes the bottleneck.
If none of these apply to you, the free app is fine and there is no reason to spend. If two or more apply, the sum to do is not the cost of the API: it is what the time you currently spend is costing you.
Switching does not require a new number: with SendApp Agent you connect the number you already use through Meta's guided onboarding, on the official API, with approved templates and the green tick.
Frequently asked questions

What do I pay Meta and what do I pay the platform?
They are two separate bills. Meta charges you for the messages, at the rate for the country of the person receiving them. The platform charges you a subscription for the software. With SendApp Agent the subscription starts at 19 €/month and Meta bills the conversations directly: we do not add a percentage on top of the rate.
What does a shop with 500 contacts actually spend?

When is it worth moving from the WhatsApp Business app to the API?
The free app is enough while you answer by hand from one phone. The API is worth it when several people need to reply from the same number, when you send campaigns to large lists, when you want automations wired to your back office or e-commerce, or when the volume makes manual handling impossible. Below that threshold the app is fine and there is no reason to pay.
