If the customer hasn’t saved your number, the message never leaves. It’s WhatsApp’s rule, not your mistake — and there’s no way to know in advance.
Repeated sends from regular WhatsApp read as spam. The number gets blocked, and the list you built on it goes with it.
One send, to the whole list, without splitting it into blocks of 256. No address-book requirement: the message arrives because the contact gave you permission, not because they saved you. The channel is verified by Meta and recognised as a business account, so it isn’t treated as a number that sends too much.
